What you get
- A per-user, one-time license required to migrate a user's Exchange Online mailbox and OneDrive for Business content from one Microsoft 365 tenant to another — used during mergers, acquisitions, or divestitures.
- Per Microsoft's own documentation, the license can be assigned to either the source or the target user object, and one license covers both the mailbox and the OneDrive migration for that user.
Before you buy
Per Microsoft, this license is available as an add-on for Microsoft 365 Business Basic/Standard/Premium, Microsoft 365 F1/F3/E3/E5, Office 365 F3/E1/E3/E5, Exchange Online, SharePoint, and OneDrive plans. Microsoft states plainly that it offers no exceptions to this licensing requirement — migrations fail without a license already purchased and assigned before the migration steps begin. This license does not cover SharePoint site migration, which is licensed separately (see Cross-Tenant Shared Data Migration) and does not cover Microsoft Teams content, channels, or chat history.
